Google doesn't publish an exact formula linking load time to your ad bill. What it does publish is this: Landing Page Experience is one of only three things that make up your Quality Score, the other two are expected click-through rate and ad relevance. A lower Quality Score means you pay more per click to hold the same position in the results. A slow page is one of the most common reasons Landing Page Experience comes back "Below average." One thing worth knowing: Landing Page Experience is scored per page, not for your whole website, so test the exact page your ads send people to, not just your homepage.
